Technical Writer

Position Overview: We are seeking a highly skilled and motivated Technical Writer to join our Medicaid agency's IT Governance & Compliance team. In this role, you will be responsible for creating, developing, and maintaining clear, concise, and engaging documentation to support our governance modernization efforts. You will collaborate closely with cross-functional teams, including technical experts, subject matter experts (SMEs), and instructional designers, to transform complex technical information into easily understandable documents, such as policies, procedures, plans, and runbooks. In addition to strong writing and editing skills, we are looking for someone with experience in instructional design to help develop training modules that align with updated policies and drive user adoption. You will also contribute to the enhancement of our incident response plans and ensure that all documentation meets regulatory requirements and aligns with industry standards.

Key Responsibilities:

  • Documentation Development:

Write, edit, and maintain a variety of technical documents including policies, procedures, runbooks, and IT governance documentation.Ensure all documentation is clear, concise, and aligned with business needs and regulatory standards.Collaborate with technical teams to gather and understand complex information and translate it into user-friendly content.

  • Instructional Design & Training:

Design, develop, and deliver engaging training modules that align with updated policies and IT procedures.Collaborate with SMEs to identify key training objectives and outcomes.Use instructional design principles to create effective and engaging content for diverse audiences, ensuring knowledge retention.

  • Governance & Compliance Documentation:

Support the agency’s governance modernization initiatives by updating IT policies and procedures to align with current regulatory requirements and industry standards.Assist with the development of incident response plans and other technical procedures to ensure they are well-documented and easily understood.

  • Collaboration & Research:

Work with subject matter experts (SMEs) to gather technical information and ensure its accuracy.Research technical topics to create comprehensive documentation that reflects the latest standards, best practices, and regulatory requirements.Engage with cross-functional teams to ensure alignment between documentation and business needs.

  • Tools & Technology:

Use tools such as Microsoft Word, Excel, Visio, and Captivate (or similar) to create, manage, and edit documentation and training materials.Maintain a consistent and professional format across all documents.

Qualifications:

Education & Experience:

  • Bachelor’s degree in Technical Writing, Communications, Information Technology, Instructional Design, or a related field, or equivalent work experience.
  • Minimum of 3 years of experience in technical writing, with experience in documentation related to IT governance, compliance, or healthcare preferred.
  • Experience in instructional design and development of training materials.

Skills & Abilities:

  • Exceptional written and oral communication skills with a strong attention to detail.
  • Proficient in documentation tools such as Microsoft Word, Excel, Visio, and Captivate (or similar tools).
  • Ability to translate complex technical concepts into clear, concise, and user-friendly language.
  • Strong research skills and the ability to collaborate with subject matter experts to gather technical information.
  • Experience developing training materials or eLearning content using instructional design principles.
  • Knowledge of regulatory requirements and industry standards related to Medicaid and IT governance is a plus.

  • Experience in developing training content for diverse audiences, including technical and non-technical users.
  • Certification in technical writing, instructional design, or project management is a plus.
