Responsibilities:

  • Routinely and independently plans, manages and executes projects by setting timelines, milestones and deadlines while obtaining necessary clearances and approvals;
  • Provides training and guidance to other web managers in CA based on best practices, policies, and procedures within the Department;
  • Serves as managing editor for the Congressional and landing pages on travel.state.gov;
  • As instructed, activates the crisis and emergency features across travel.state.gov during normal operating hours and occasionally after hours, in the event of a crisis involving consular operations in the U.S. or abroad;
  • Writes and maintains web-based content using plain language writing principles;
  • Serves as 508 compliance coordinator for web, video, and other digital content;
  • Coordinates digital content organization within the Bureau of Consular Affairs, including video, web products, and printed products
  • Coordinates organization of web content with larger Department reorganization effort; Web governance for CA that we are constant in our web content and style guide.
  • Supports content development for long and short-term digital campaigns, in consultation with key stakeholders and members of the Outreach Team;
  • Enhances the efficient and effective presentation of the Bureau’s information;
  • Manages the implementation of Agency Web content policy, procedures and standards;
  • Participates in the Web Council and attends regular web manager meetings;
  • Participates in Website Support Services (WSS) for travel.state.gov backlog refinement every other Thursday.
  • Identifies current and future content needs and priorities of the offices and directorates;
  • Curates and maintains a web graphic library for digital asset management;
  • Provides audio/video technical support and creation of animated video slide shows;
  • Manages the office web inventory and apply QR codes for spot check and yearly checks.
  • Administers SharePoint and internal communications sites;
  • Manages the CAWeb internal information portal;
  • Updates content on the Bureau's CAWeb web pages when needed;
  • Updates content on the Bureau's bureau directory web page for CA in WordPress;
  • Coordinates with federal agencies and public/private partnerships to share information across public websites (DHS, Commerce, CDC, White House, etc.)
  • Attends the Program Increment (PI) sprint review meetings on web modernization projects;
  • Creates user stories and checks the progress in Collaborative Lifecycle Management
  • (CLM), and attends the backlog meeting for each CST train.

Qualifications - External

Minimum Qualifications:

  • Bachelor's Degree or 5 years of experience in system analysis and design, data analytics, networking standards and protocols, and information security.
  • Experience and accomplishments in effective web communication to a broad range of readers.
  • Full cognizance of Federal and State Department Web policy, standards and guidance
  • Experience in coordinating large and wide-reaching communications projects.
  • Ability to manage complex workflows, and multi-task under pressure and on deadline.
  • Proficiency in Adobe Photoshop.
  • Proficiency in creating data visualization products.
  • Proficiency in User Experience design principles.
  • Conversant in Web basics.
  • Fluency in plain language and best practices for a customer-first approach to content development for the web and digital platforms.
  • Expertise in Adobe CQ5 Content Management System (CMS).
  • Full grasp of mobile responsive content placement.
  • Microsoft Office Suite - Microsoft SharePoint.
  • Familiarity with Google Analytics.
  • Proficiency in HTML.
  • Proficiency in User Experience design principles.
  • Knowledgeable of video editing and manipulation techniques using Adobe Premiere, After Effects and Final Cut Pro.
  • Secret clearance
